This part both lower and upper cover go around ignition lock. Fits: 1999-2000 Chevy Silverado 1500 2WD, 1999-2000 Chevy Silverado 1500 4WD, 1999-2000 Chevy Silverado 2500 2WD, 1999-2000 Chevy Silverado 2500 4WD that have both upper and lower cover go around ignition lock. If you did not need to remove your lock this is the correct cover. If you needed to remove your lock to get upper cover removed then this is not the correct part.
