DDA Roles In Delhi

As a policy facilitator DDA’s roles in Delhi Master Plan 2021 are of varying uses and nature ranging from observing procurement of land to handing over it to CGHS (Cooperative Group Housing Societies) and private builders.

The new land pooling policy approved by the ministry of urban development, S.O. No 2687 E on 5th September 2013 allows a private builder to procure land straight from the farmer and then carry out the construction activities for housing and commercial projects in the supervision of DDA. The entire development activities thus are to be carried out under MPD2021. According to the plan, DDA would keep certain proportionate part of the procured land with itself for external developments for civic amenities and return back the remaining to a developer for construction purposes.

The Delhi Master Plan (MPD 2021) also termed as the largest ever real estate project in the country meeting the demand of a large population in Delhi-NCR will be supervised by DDA. According to proposal of Land Pooling Policy, DDA would entirely develop a separate organizational framework taking officials from DDA’s finance, accounts, land management, planning, legal and engineering departments.
